Sounds like there's a need in your area for someone to start a PC
recycling center.  Here's what we have here in Portland, OR:

They build computers with Debian installed on them, and give them away
to people who come in to help out with breaking down the ones that are
too old and slow or totally broken.  They sell the steel, circuit
boards, wiring, etc. to recycling companies, and also ensure that
monitors, which contain mercury, are recycled as well rather than tossed
in a landfill.
