You can probably do it yourself with one of the many items available  
on e-Bay:

		4 items found for tape degausser
		16 items found for tape degausser in eBay Stores
		http://search.ebay.com/tape-degausser

They range from $20 (BuyNow!) to over $4,000.
A tape degausser should work for floppies, also.
HDDs?  I don't know.  They are usually encased in metal.
