I might be reading the results incorrectly, but I think the ping  
results you have posted indicate 0% packet loss (11 packets  
transmitted, 11 received in both cases).  What is the result of a  
traceroute to the ubuntu server from which the downloads are being  
performed?  Or, what are the results of running MTR against the host  
for a minute or two?  For example,
