[nmglug] city of santa fe videos using silverlight (ugh)

NMGLugers, Ubuntu didn't have a native work around or alternate. I
researched briefly and found "Pipelight". I added the ppa's and
installed it and it did not work on the city council Silverlight video
media. Oh well, another case of you can get only what you will pay
for, making the purchase of information the hallmark of this phase of
the "information age."
