Rooting Android devices generally means finding someone who's found
an exploit that bypasses security on your specific phone/tablet
model. Sometimes just knowing the model isn't enough, e.g. root
exploits for the Galaxy S4 may or may not work depending on what
carrier your phone was designed for (even if it's unlocked).

Assuming there is a root exploit for your phone and tablet, you will
probably have to download an app from some dodgy download site and
run it, hoping it's what it claims to be and that it works on your
model, android version and carrier.

It's sad this is so difficult.

If the goal is to get Google out of your phones, you could run an
open source OS, such as Cyanogen Mod (open-source Android) or the
Ubuntu or Firefox phone OSes. But again, your phone model has to
be one that's well supported: it takes a lot of resources to
reverse-engineer drivers for all the hardware modern phones have,
and open source projects typically can only support a few of the
most popular models. The best way to have a non-Google non-Apple
phone is probably to choose the OS you want to run, research which
phones it supports best, then buy that model.
