[nmglug] header munging (was:Local meetings in ABQ)

I like my replies to go to the list. Private replies are special 
cases and I'm accustomed to manually editing the To: for those rare 
cases. All of my other lists and usenet work that way.

I'm not a regular here though. My opinion should probably be given 
less weight than the regular contributors.
