[nmglug] dial up

After your reply looked on the desktop with Ubuntu installed from live cd,a 
file /dev/ttyUSB0 is installed,root dialout 188, 0. Where do I go from 
there? in the mean time I will try the Live Ubuntu on the notebook computer
