[nmglug] WP dashboard screen option failed

I am a bit hazy on this would L access wp-config.php file in the root 
directory perhaps available in through cpanel,which I think may not be 
acceptable to me. Is my reasoning correct so far? or is there something 
else going on like needing to install php?
